Dr. Ching-Yuan Yeh is the founder and managing partner of Titan. Dr. Yeh’s expertise includes administrative law, corporate transactions, complex dispute resolution via both arbitration and litigation in the Taiwan courts, financial services including securities and cryptocurrencies, pharmaceuticals, property development and urban renewal, public policy, and technology-media-telecoms.

During this time in government, Dr. Yeh served as Chairman of the Taipei City Government Law and Regulation Commission, which is the municipal government’s in-house counsel. In this role advised the city government on numerous build-operate-transfer infrastructure and commercial land development projects, including the Taipei Arena, Taipei Dome, Gate of Taipei, and Maokong Gondola. Dr. Yeh also managed adjudication of disputes within the regulatory authority of the municipal government in areas including consumer protection, food safety, and procurement. Dr. Yeh was also responsible for implementation of anti-corruption and compliance policies across city government agencies. He also concurrently served as the Executive Secretary of the city government’s International Affairs Advisory Council and represented Taipei City at many global forums as part of city-to-city diplomacy.

Among the public bodies Dr. Yeh has served on as a committee member or advisor are the Presidential Office Law and Regulation Committee, Ministry of Education Law and Regulation Committee Environmental Protection Administration Administrative Appeals Committee, and the Taipei City Government Procurement Complaint Review Board. Dr. Yeh also served on the board of supervisors of the Taipei EasyCard Corporation which operates the stored value card platform used on public transportation and at retail points-of-sale, and as a committee member of the Mainland Affairs Council’s administrative appeals committee.

In the legal community, Dr. Yeh has served as Chairman of the ROC Law and Policy Association, and Deputy Secretary General of the ROC Constitutional Law Society. Dr. Yeh has also taught as an Adjunct Professor at Soochow University Law School.

For his service in government and the community, Dr. Yeh was awarded the Merit Medal (3rd Class) by the Executive Yuan in 2012, the Medal of Distinguished Service for Chief Government Executives (2nd Class) by the Taipei City Government in 2010, and Government Official of the Year from the Sun Yunsuan Foundation in 2010.
