He has advised on high-profile infrastructure and urban development projects in Taipei and has served in numerous government and legal advisory roles. Dr. Ching-Yuan Yeh is the founder and managing partner of Titan, where he specializes in administrative law, corporate transactions, complex dispute resolution through arbitration and litigation, financial services including securities and cryptocurrencies, pharmaceuticals, property development and urban renewal, public policy, and technology-media-telecoms.

During his tenure in government, Dr. Yeh served as Chairman of the Taipei City Government Law and Regulation Commission, advising on major build-operate-transfer infrastructure and commercial development projects, including the Taipei Arena, Taipei Dome, Gate of Taipei, and Maokong Gondola. He managed adjudication of disputes in areas such as consumer protection, food safety, and procurement, and oversaw the implementation of anti-corruption and compliance policies across municipal agencies. Concurrently, he served as Executive Secretary of the city government’s International Affairs Advisory Council, representing Taipei City at numerous global forums.

Dr. Yeh has also contributed to several public bodies, including the Presidential Office Law and Regulation Committee, Ministry of Education Law and Regulation Committee, Environmental Protection Administration Administrative Appeals Committee, and the Taipei City Government Procurement Complaint Review Board. He has served on the board of supervisors of the Taipei EasyCard Corporation and as a committee member for the Mainland Affairs Council’s administrative appeals committee.

In the legal community, Dr. Yeh has held leadership roles as Chairman of the ROC Law and Policy Association and Deputy Secretary General of the ROC Constitutional Law Society. He has also taught as an Adjunct Professor at Soochow University Law School.

For his outstanding service in government and the community, Dr. Yeh has received the Merit Medal (3rd Class) from the Executive Yuan, the Medal of Distinguished Service for Chief Government Executives (2nd Class) from the Taipei City Government, and the Government Official of the Year award from the Sun Yunsuan Foundation.

Dr. Yeh is admitted to practice in Taiwan and New York and serves as an arbitrator with the Chinese Arbitration Association (Taiwan), China International Economic and Trade Arbitration Commission, Zhuhai Arbitration Commission, Arbitration Center Across the Straits, and the Russian Arbitration Center at the Russian Institute of Modern Arbitration.
